I believe good design is often out of reach of those with a modest budget; when corners are cut a product is not worth the landfilling plastic it is typically packaged in. Conversely, I no longer find myself impressed by the minimalist guise many high-end products are dressed up in. Form used to follow function but it seems now, with modems and LCD screens inhabiting most consumer electronics, character is something you have to search for in the annals of design history.
