This map was designed for "DarkRP" gamemode and other RP type gamemodes in the game Garry's Mod (Source Engine). It featured a decent sized downtown section with lots of different shops and factory type buildings on the outskirts.
There was also a small beach section and housing sprawled throughout. One of the best parts of the map however were hidden beneath the surface of the map. An underground sewer system was sprawled throughout the city that connected many different buildings with several entrances and exits.
After this map was created, a lot of people copied the map and edited it in further ways. It is currently available for download in several places around the internet, as well as garrysmod.org.
