The color scheme intention of the cafe is to beat out of the drum in color psychology saying that blue is a color that cant be used in most dining because it suppresses hunger.The designer tries to oppose the theory by using the mood of flamboyant period style 17-18th century where orientalism esp. blue & white porcelain is widely used & imitate.
