The solution is elegant and simple ; by creating a water weighted base for the trash bin that you can setup at anyplace of your house by filling it with water then

!!! your heavy base is there where you can easily lock into it your trash bin by a simple rotating lock mechanism.Then to extra seal the lid I made it rubber sealed with two ergonomic handles to make it bug free :)
If you want to move your base at any point you can simply empty the water with the bleeding tab then its light again for a new setup!
