A shelter is a temporary solution for all animal problems such as: stray, abandoned, abused... but it does not have long term effect on this society. Some people may think shelter is opened for them to surrender their pets. Therefore, “E-Policy” is unavoidable in all shelter when hundreds animals are given up each month. For long term effect, there must be some changing in people consciousness, not only pet owners. Therefore, Singapore should have an organization stand for education people. A community club has many activities and services can gather people and grab more attention. It can be called “Community Pet Centre” where will be the new favorite space for pet lovers. The centre will combine other facilities and advantages of many fields such as: clinic, salon, training, retail and cafe to reinforce a shelter
