This is a logo for a non-profit company called Diogenes’ Lantern. The purpose of the company is to raise awareness about and help victims of internet scams. The name Diogenes' Lantern is based on the story of the Greek philosopher Diogenes of Sinope, who is said to have wandered the streets carrying a lantern in broad daylight, "looking for an honest man," to no avail. Similarly, this company would be looking for honesty in an unlikely place, the internet.
