Police carry multiple Miranda devices, able to apply them to protesters who don't already have one. The Miranda warning that gives the project its name could be modified: "You have the right to the use of an arrest documentation device..."
The form is intentionally angular and defensive, with drafting the sides allows the part lines to be moved to the bottom of the device to further discourage tampering.
